Where is it? Is it in your project? Your process? Your tool? Your team? You? You have to determine it. Sometimes it's tough, though, hard to identify. But if you have a high enough sense of urgency and focus then you will get very good at determining WHERE the current bottleneck is in your process or system and what to do about solving it. Be the master of your domain and seek to continually grown your domain.
